Professor extraordinarius at the Chair of Administrative and Financial Law of Enterprises, Warsaw School of Economics. Since October 2000 Head of the Customs Law Chair. Lecturer on Polish and EU business law in many universities and business schools in US western states. Between 1990-1993 Director of the Department of Customs Policy and Commodity and Currency Trade Control, Main Customs Office (GUC), GUC representative during negotiations with EEC, EFTA and CEFTA, Head of Interdepartmental Group for the Preparation and Practical Implementation of SAD Document and System. Co-founder of the Polish Customs and Foreign Trade Chamber, Chairman of its Programme Board (1991-1995); member of the Polish National Committee of the International Chamber of Commerce (since 1999), Chairman of the Programme Board of the Customs Law Monitor (since 2000), advisor to the President of the Polish Association of Customs Agencies, representative of the Association in CLECAT European Organisation for Forwarding and Logistics (since 2001). Author of about 200 articles on, e.g. problems of legal regulations related to e-business, customs law and international relations. Co-author of “Prawo komputerowe w praktyce” edited by B. Fiszer and M. Skruch, Warszawa, Verlag Dashöfer 2001; editor and co-author of textbook “Prawo i postępowanie celne”, Warszawa WSHiP 2001; “Handel elektroniczny a prawo celne w Polsce” published in: Biuletyn celny. Expert on customs issues of the Parliament and Senate of the Republic of Poland, Ministry of Finance and Ministry of Economy (member of the electronic signature group), customs advisor to many Polish and foreign companies.
